Personal computers can easily be customized to accommodate the deaf. All you need can be found in any good store that sells computers and computer equipment. For hearing impaired individuals, the phone seems to have just been created yesterday. Now people are able to call anybody who has their own computer, chat room, monitor and keyboard. Since the main way the information is being seen is through text, and the main way to communicate is through text, it's easy.
There is no sound, so hearing is not required. The main source of technology the deaf have used for communicating is TDDs (Telecommunication Devices for the Deaf) that are nothing more than word processors that exchange information. TDDs usually do not work with computers, but there are some companies coming out with translation software for them. Most people with computers do not buy these programs unless they have a friend or relative who is deaf.
I once had a conversation with a man who had been hearing impaired most of his life, and he shared a story with me. He responded that he learned to read at the early age of three, at the same point he lost his hearing, and did not ever lose the ability to speak, but he is currently able, through new technology, to conduct conversations with those that hear without passing notes or reading lips. He can conduct interviews with writers on the phone, just like I am doing. His familiarity with TDD has been growing each day; he now talks to his wife daily regarding the news headliners, reserving hotels and booking train rides.
However, because TDDs are usually restricted to deaf person, this program is not a major aspect in my own life. I'm not trying to put them down, they are the first major step into the world of electronic communication for the deaf, and the microcomputer is next. I asked if TDDs are really needed by deaf people who have a computer?
It is a pretty hard process to make computers TDD compatible at the moment. It is necessary to use special software and hardware to make them compatible. There are plenty of people that have TDDs and the integration will be a slow process, but they won't be going away anytime soon. They are unlikely to invest in a microcomputer instead. It's also cheaper to buy a TDD at less than 0.
What should a hearing impaired person hope to find in a computer, and do they need to be aware of any required specifications? The answer was quite simple, nothing more than that which a normal person needs. I asked if there was anything he would like to say to deaf readers or people who deal with those who are deaf in regards to computers. One thing would be that buying the modem should be the first peripheral, even before getting printer. Another recommendation would be to consider getting a laptop or whichever model is the most reasonably priced one, as this may be their first or only computer.
If they have an emergency, they can call CB to ask someone to conduct a voice call on their behalf. This is somewhat theoretical, as it might be difficult to convince the other CBers that it was a serious situation, not just a prank. Furthermore, I know of a brand new bulletin board network being established in different cities for a sort of test. In this way, the hearing impaired are given access to an emergency phone center as well as information about other services.
There is also a device that will attach a laptop to a voice synthesizer, but I am not very familiar with this technology. If they work well, it wouldn't be a far reach to think the synthesizer could attach to a phone. However, the deaf person using this would not know if someone had answered or what their reply was. Due to the fact that most deaf people have the skills required for computers, i.e. ability to see; and are able to acquire, like typing, the job market is big, and growing daily, for deaf people who are able to work with computers. Some of the best jobs to look into for the hearing impaired are programming, word processing, and data processing, where there is no phone interaction required to work.
